He defends India retaining NFU.
There is no need to compete with numbers as the doctrine we have is sufficient. According to him it’s not the increase in numbers but how China might use their nukes. Instead of deterrence by punishment they could opt for deterrence by denial. That is he thinks China might target our nuclear sites to take away our option to retaliate.
Solution he proposes has three points
– work on safety (no accidental detonation which is a serious problem according to him. Surprised to hear this)
– increase survivability (harder to take out or find)
– hide the nukes in the sea via SSBN’s. If the Chinese can’t find them they can’t hit them. This means mated nukes on subs that are on perpetual patrol.
