Sir, thinking -way- out-of-the-box, a possible solution to our nuke testing constraints could be to do remote robotic testing in outer space, far away from prying eyes and with zero environmental impact. The expense and effort involved could be justified as dual-use technology development for asteroid mining of rare/precious elements in the asteroid belt. The benefits would be manifold in terms of our all-around technology and engineering capabilities. Of course this would probably be at least a decade worth of concerted effort but a worthwhile investment to galvanize the research/industrial/academic fraternity of our country.
